The MEC for Finance and Economic Development and Tourism said that the department of Culture, Sports and Recreation abused the virement section of the PFMA policy to transfer the budget allocated for the High Altitude Training Centre at Emakhazeni to other budget items.
1. Could you kindly indicate the exact amount that the department of Culture, Sports and Recreation transferred to other allocations?
2. Which are the budget items that the budget was transferred to?
3. In which financial years were these virements done?
4. Did the department comply with Section 43(4)(c)? If not, what action did Provincial Treasury contemplate agains the non-compliance?
5. Did the department comply with Section 43(3)? If not, what action did Provincial Treasury contemplate agains the non-compliance?
6. Did the department comply with Section 43(2). If not, what action did Provincial Treasury contemplate agains the non-compliance?
5. The MEC said that the Provincial Treasury has recommended to the executive council to withdraw the section 43 of the PFMA. Has the executive council approved the recommendation?
